Did you even try and find where to use the keycard? It's very close. Go back through the door near Sophie's body into the corridor (not the apartment) and go along the concrete path with the grass hills. Go through the gate in front of the building that says TL Trading.

After you leave the subway for the two fuses you get to a 'hub' of sorts where you can choose two paths to take. One of them leads back through the park and to the first subway, and I reckon thats the fuse you've 're-found' of the two. If you take the other path you'll reach a street with a red bus blocking the street, jump out the window and follow the path, it will lead you to Ronald street eventually
