This issue doesn't seem to be related to Cry of Fear, it's problems either directly with laser interference, program conflict, or mouse settings through Windows.
Now you did say Fullscreen "fixes" the issue, but in Windowed mode is when the issue occurs. Ensure all unnecessary background programs (ex. Hamachi, Skype, GameBooster, etc...) are turned off while you're running Cry of Fear.
If you're on a laptop, going under Mouse settings through Control Panel on Windows and disabling the touchpad could work. You can also make sure that "Hide Pointer while Typing" is enabled - this is a good option to have ticked at all times.
As a side note, if you're experiencing audio issues while Fullscreen, make sure you have updated audio drivers (whether that'd be updating the motherboard drivers or software drivers via Windows) or adjust your audio settings through Windows (ex. making sure proper audio are on and unnecessary audios are disabled.)
