Not sure If it is relevant to anyone, or If it is a common problem for some people, but I just started
Cry Of Fear a few days ago and unlocked the Gas Mask from the Doctor-Mode (Nightvision) and I realised an intense amount of flicker. I was searching for a fix but couldn't find one, I thought at first my game is completely bugged or something is wrong with my drivers or even my PC as a whole. But in the end, it was a simple FPS problem.
If you also encounter that just use a Program to cap your FPS at 62. Voila: The flicker is gone.
I downloaded this Program and also followed this short guide and it fixed it immediatly:
